your car will get 35mpg in 2020, if there is any gas left

Last evening the Senate passed an energy bill that will demand increased fuel economy standards by 2020. By 2020, if you are an automaker, your vehicle line up is to average 35mpg. So if you have a truck that get 18mpg, but you have a car that gets 80mpg, then you are going to be fine. Now if you go back to whole, "this is how a bill becomes a law," now it needs to be approved the House of Representatives, and then ultimately it will need to be signed into law.
